We tried at one point, but even some teachers were claiming they needed
it.  I personally would like to be able to block it all.

Mike -

We rate limit downloads to something like 24k per user for P2P apps and
Torrents. We do block all "upload" traffic from off campus sources. I've
gotten 2 complaints this year ... and I've found a really nice way of
saying "to bad ... so sad".
