Isn't blocking P2P a matter of treating the symptom instead of the sickness?

This reminds me of the recent good discussion on the Educause ICPL list about filtering/blocking pornography where 
someone brought up the question "do you block the bible?".  If you haven't read the thread yet, see:

These discussions make me appreciate our system of awareness and education.  I realize that we're not like everyone -- 
I know that some must block p2p for network management and bandwidth concerns.  But I do enjoy these discussions.
