We do something similar.  We don't care what students choose to do with
their share of the bandwidth.  If they want to use it all on P2P, they
can, but then after they use their fair share everything else gets slower.

Mike -

We rate limit downloads to something like 24k per user for P2P apps and
Torrents. We do block all "upload" traffic from off campus sources. I've
gotten 2 complaints this year ... and I've found a really nice way of
saying "to bad ... so sad".
