We block P2P by default and have an automatic application that handles
requests for P2P to be allowed on a per-subscriber (IPs used by systems
registered to the user) basis. We got plenty of complaints from the student
body prior to implementation, but since then not so much. The primary
complaint received was that we "removed plausible deniability" with respect
to their intent to infringe on copyright (they have to affirm they will not
violate copyright as part of the automatic process). No sympathy on that
point.

What I like about the solution is that:

1. it implicitly acknowledges that there are non-infringing uses for P2P
2. no administrative overhead in granting use of P2P
