We do not block p2p protocols.  We only rate limit the total ISP
(non-R&E network) bandwidth available to different parts of campus.  Our
Res halls have a bandwidth cap that applies to all user bandwidth
off-campus.

Interestingly, our res hall staff now use Bittorrent to distribute their
package of patches and a/v and firewall software for students to use to
keep their systems secure.  In the past they distribute this via
physical CDs, but this year they just used torrents.  It worked.
