And there are Universities that have different charters than many private
schools and certainly most public institutions.  Those of us in IT seldom
institute institutional misson; we implement it.

I can't answer this because we do not censor web access.

A bigger question in my mind is how many institutions think
that censorship of web access is acceptable and for what reasons?

Before everyone pounds on Justin, visit his web site and
see the age of his students.  It's not a University - its k5-k12.

I know in Texas we have a legal obligation (HB1300) to filter
net access for minors.  I'ld bet there's something similar in Tennessee.
