As Dan Geer says, it's not how much money someone can steal
from the bank (or who is legally responsible), it's whether
the bank's name appears above the fold in the Wall Street
Journal.  In this case, the press would be all over the bank
if anything happened, and the bank could go out of business
because other banks would refuse to do business with them,
the various Federal regulators could de-certify them, etc.
