One of my thoughts, is that if they want to present at conferences, that part of their sentencing is to be speak about 
their wrong doings and any payment received is provided to the many victims of the person's crimes and not go to their 
legal debts, or used for personal gain

What they are teaching is nothing that anyone who calls themself
a security practitioner doesn't already know. Put in that context,
is it still worth feeding them and helping them pay off their legal
debts?
