The setting Jim is referring to can be found in Outlook 2003 
by going to Tools, Options, Preferences tab, Email Options 
button.  You'll find the "Read all standard mail as plain 
text" checkbox in the Mail Handling section.

I don't believe such an option exists in outlook.  You may be 
confusing the option specifing the type  for composition of 
new messages with reading messages?

The HTML rendering engine that IE uses is the same one used 
by the help function and the HTML version of explorer
