Not using EFS.  You'd have to get a third party FS-independent encryption
tool.

Why would you prefer FAT?  It has no security value, since it lacks ACLs.

In any case, it's not hard to convert the file system.

I know that i can do this when i'm using NTFS but i prefered FAT and now i
think i could have a problem ..
