The following was developed for use by the University of Maryland during
my time at that institution:
 

        NOTICE: Unauthorized access to this computer is in violation of
Article 27, Sections 45A and 146 of the Annotated Code of MD. The
university may monitor use of this system as permitted by state and
federal law, including the Electronic Communications Privacy Act, 18
U.S.C. sections 2510 et seq. Anyone using this system acknowledges that
all use is subject to University of Maryland Acceptable Use Guidelines
available at http://www.umd.edu/aug <http://www.umd.edu/aug> .

 
Note that there is no reference that the notice results in "consent to
system monitoring for law enforcement and other purposes" or a statement
that "there should be no expectation of privacy" despite the desire of
law enforcement and our Attorney Generals office to include such
statements that are common in other settings.  We ultimately determined,
consistent with our institutional values, that we wanted to limit
diclosure of information to only those situations required by the law or
necessary for internal investigations (i.e., enforcement of AUP and
other campus policies).

Does anyone have language for a standard login banner they would be
willing to share? I will have to vet a statement through our legal
folks, but would like to start with something that has already been
tried and tested!
