Here is a banner we've used:
Note: Unauthorized use of this web site is strictly prohibited! This system
is routinely monitored for performance and security reasons. Use of this
system constitutes agreement to that monitoring and to the University of
Iowa Acceptable Use of Information Technology Resources Policy.
