We permit students to choose any eight character user name they wish.
This has led to some interesting usernames over the years. When a
student leaves, their username is "fallow" for a year before being
available to re-use.

Our system allows a new user to choose from eight or so permutations of
their name (mek, mkirchho, kirchhoffm, etc.). Users seem to like the
choice, and it helps avoid collisions.

If the student is inactive for two terms, the account is disabled. If it
is disabled for two subsequent terms, the account is deleted and freed
for future use.
