1.      You're using an outdated port -- cvsup to a recent version;
        You may need to remove and reinstall the auto-tools, etc.
        If you haven't installed cvsup, just get the package
        from ftp://ftp.freebsd.org/

2.      The commands you typed above aren't the way to make a port.
        If all goes well, and you (for KIBO's sake!) use the latest
        port, when configure gets invoked and builds configure.h
        and the Makefile gets built, it will automagically discover
        the existence of net-snmp.  Really.  Honest.  It works for
        me.

        JUST type 'make' in /usr/ports/security/snort
