Governmentsecurity.org SSL cert from snakeoil.dom?

I'm not sure what's with the site, but I do remember a while back trying
to access it and the company I work for decided to block it with their
SmartFilter.  However they don't provide a 'category' other than policy.

In general, isn't SnakeOil Apache's default self-signed cert?
