Imagine a world where every street corner would openly sell Morphine yet 
Doctors would have to follow the law and not use it except in some 
specific places.

Fiction? Fine.. try this.

France a few hundred years ago was very much unfair. The wealth was 
divided 99.999 -> rich people, 0.001 -> poor people.

Is it any wonder the revolution came about?

You can prevent this one and shape the future now, as you are already 
almost too late.

So just because there is no solution we should expect people to not face 
the problem?

Wrong solutions will be chosen constantly and the problem will 
regardless of those, get worse.

In this case everyone already has Morphine except those in pain.
