I agree with both sides of everyone's arguments. But everyone seems to be looking at security as denying/allowing access to/from the home user. This needn't be the case. ISPs could implement intrusion detection systems to trap and block attacks BEFORE they reach the home user. This wouldn't necessarily impair a users access to Internet resources. But would provide the home user with some level of protection if they can't afford a firewall or other security mechanisms themselves. - Kevin
