  current IDS is somewhat like the black and white that roams your 
neighborhood.. it is there and able to detect those that make themselves
known but .. that is about it IMHO.. so the cable co would have 
very little better tools than they have now..

I agree with both sides of everyone's arguments.  But everyone seems to be
looking at security as denying/allowing access to/from the home user.

This needn't be the case.

ISPs could implement intrusion detection systems to trap and block attacks
BEFORE they reach the home user.  This wouldn't necessarily impair a users
access to Internet resources.  But would provide the home user with some
level of protection if they can't afford a firewall or other security
mechanisms
themselves.
