Clarifications:

1.) We have more than one engineer.  :):)

2.) Traffic from the dorm networks that cannot be classified by the
PacketShaper gets put into a Dorm-Default class, where we apply dynamic
partitions such that each host (by IP address) gets 512Kbps of bandwidth.  We
initially tried to make this number much lower, but it started doing strange
things with classification and making legitimate traffic go quite slowly.
The PacketShaper is able to classify the Ares and BitTorrent control traffic
- - that stuff ends up in our Filesharing classes.  The encrypted
Ares/BitTorrent transfer traffic then ends up in those Dorm-Default classes.

Obviously, this is not a 100% ideal situation, since users can still use
these encrypted protocols to (slightly) get around our global campus
partitions that limit file sharing traffic to rather low levels of bandwidth
shared amongst everyone, but it is a preferable situation to having the
Default class grow to tens of megabits per second.

3.) Like other institutions, we have appear to be seeing an uptick in the
number of DMCA complaints that reference Ares, although I have no hard
comparison numbers readily at hand.  However, the total number of complaints
does not seem to be too far out of line with what we normally handle.
