One difference is that the spacial location of the button
would be hard to pin down beyond "somewhere on or about the
planet". A missile pretty much reveals its point of origin
when you launch it. So, attribution is a difference.

Another difference is that missiles that are housed in silos
at fixed locations can be attacked pro-actively. But where is
the button? How will you attack the button?
