This is the WinPE system.  Do a search on the web for PE builder, very nice modification and support for running third 
party apps with WinPE.

There is  also the OPK (OEM Pre-Install Kit) bootable CD for XP. It would do
what Lynn mentioned below.

It runs XP off the CD. Pretty cool. Only the system builders people would
have it.

Yes, there is a disc that you can boot the machine to.  It has a small
version of winxp on it.  This disk will allow you to change the password of
any account on the machine.  It will also allow you to make many other
changes.  I think that winternals makes it.
