This used to be the case.  Most Cable providers realized the error in their way,
and changed their networks to prevent the 'broadcast medium' issues.  I believe
some still have this 'issue' though.  I use Comcast and they went through this
evolution about 1 year ago.  Ever since I can't play with my neighbors data and
vice-versa.

I'm not sure this is the case in all telco's setups - For example, I
am on a cable modem at home, and I can't see *any* traffic but my
own... (Which is how I want it anyways)
