As I understand it, the RIP act allows the government to *secretly*
intercept and check internet traffic through remotely controlled 'black
boxes'.  So it doesn't help you monitor your own computer system, just helps
MI5, etc.

It does both (and a lot more).

It covers telecomms and postal interception:
 - by the government
 - by individuals
 - on public services
 - on private services
 - with warrents
 - without warrents
 - criminal offences
 - civil offences
So it says under what circumstances to can and cannot monitor your
own network. As just one example: listening covertly on a second
telephone extension to someone elses conversation can be a civil
offence for which you can be sued; even if the other person is
your child.

It covers the use of listening devices.

It covers the use of human intelligence sources.

It covers the use of traffic analysis.

It covers orders compelling the disclosure of encrypted data.

It attempts to put a *lot* of types of "investigatory powers" on
a common footing.
