Microsoft spent $200M over six month securing Windows 2003 last year before release. Look how much good it did. Total rewrite would have been a better use of money and time. My $0.02 Edward W. Bribing is not a panacea. If you look in history you will see that empires go up and then disappear, people go on the scene and then disappear. The number of m$ bugs increases, though.
