I've been compiling a list of programming languages..   Some 
of which were
developed to 'solve' the insecure programming problem.  I 
don't think we've
made it yet.

Perhaps it's a personnel problem, not a technology problem?


True.  Except that a major part of the "personnel problem" is the refusal of the personnel to be open minded and 
objective about their choice of technology!
