Setting up a testing server "in the cloud"

For when I'm back freelancing I want a server "in the cloud" that I can run my tools from. I was thinking a dedicated server but trying to find a hosting company in the UK who would let me run tools is turning out to be hard. So I was wondering, am I going over board insisting on having a dedicated server or would I get away with a VPS? For my budget a VPS would be better but I don't want to get one then have an incident caused by another user of the box and be found to be negligent. What do other people think?
