To through my completely-biased two cents in, I'd suggest you chat
with the folks at http://www.infobunker.com/ .  Yes, they are personal
friends of mine (though I have no financial interest in their
company).  They have recently branched out into renting out dedicated
blades (for those of us who don't need an entire rack of equipment.)

I have had clients in their facility, and they are, frankly speaking,
phenomenal.  They're provide power, connectivity and physical security
and are 100% hands off for everything else.  Physical security is top
notch, and unlike others, don't ask don't tell does NOT apply here.
Just tell them that you want to rent a blade so you can run security
assessments and pentests off of it, and it should be fine.

It'll likely be somewhat more expensive than a VPS, but 1) I like
supporting small businesses that provide good service and 2) without
the V, VM Escape isn't an issue and shared hardware is much less of an
issue.

Anyway, they may not exactly what you're looking for, but I think
they're worth considering in case you're a bit flexible.

For my budget a VPS would be better but I don't want to get one then
have an incident caused by another user of the box and be found to be
negligent.
