Seems like there would be very little problem with passengers sitting in adjacent seats boarding with the higher-priority passenger. They can sort it out between themselves who steps into the row first. The problem being solved seems to be that the passenger in the middle seat has to get out into the aisle to let the passenger in the window seat get to the window. If the window and center passengers arrive at the row at the same time, the delay would be very small. Parents with small children, people with mobility issues, they board before regular boarding. At least on every airline Ive flown with. So it's a non- issue. You can board last to first, by group a,b,c,etc. , window to aisle, window to aisle front to back, it does not matter.
