Are you sure? A quick google suggests otherwise:

    <http://thetravelinsider.info/2002/0308.htm>

"T-Mobile has the fairest policy - they will unlock your phone 90 days after you've activated service, and it is a quick simple process to arrange this to happen. Apparently they only will unlock one phone per account."

<http://voices.washingtonpost.com/fasterforward/2008/09/t-mobile_unveils_first_google.html >

"* The G1, like the iPhone and T-Mobile's Sidekick, will have its SIM card slot locked to prevent the use of other carriers' subscriber- identity module cards. So if you don't like T-Mobile's network here or its roaming rates overseas, you'll either have to suck it up or hope somebody "jailbreaks" this phone in the same way that hackers have defeated the iPhone's SIM locking."

That's already true with most/all phones you get from phone companies today. You buy a locked phone. You have a contract. The contract lapses and service continues under the same terms. The phone remains locked. In this respect, the iphone continues the long-standing tradition of cell company customer lock-in for which the U.S. is, apparently, famous.
