WTF is a "settlement colony?"

side-note from that same page: " Capital punishment shall not be applied to women, nor to persons who have committed 
offences at below 18 years of age, nor and to men who have attained 65 years of age by the time of adjudication.")

It sounds like "colony" and "settlement colony" are basically "prison" and "lower-security prison"
