Why not have an ICANN CERT for this with a formal (and transparent)
reporting/dispute process as the sub-LE layer?  Heck, I'd willingly pay
an extra $5-$10 a year per domain to fund something like that.  (which
would put a bit more pressure on domain squatters as a bonus)  It would
help prevent take-down abuses like what happened to seclists.org and
give a solid point of contact.

I understand your frustration, and I still do ship reports to the
contacts listed too.  I'm not going to kid myself about the response
level I'll get though.  I lost my delusions when I had to contact a
domain that belonged to Joe Mama in f**kertown, USA a couple years
back.  :)
