Consider this. Every country *already* has censorship rules. For example,
child pornogaphy is censored everywhere. It "goes too far" and "should be
blocked". I think most people agree on this.

Technically, that's not true. It isn't "censored" so much as it is
considered a by-product of a crime, contraband. Harm is done to
another human, a person's rights are violated. That is why child porn
is "censored".

Right. So, what's bad about the various countries of Europe, trying to
come to a concensus of what constitutes that crime?

The way - in the PAST - the supremes in US allow for any kind of
cencorship is when it does HARM to another person's rights. Our
Constitution doesn't say what we are allowed to do - it says what the
government is allowed to do. In theory, we can do anything we want so
long as we don't do harm to another - violate another's rights.

In practice, you don't allow people to work as prostitutes, you don't
allow adults aged 19 to drink alcohol - despite your constitution. But
we've already been over this, and it probably isn't productive to go
through it again.

You
don't have the right to scream "Fire!" in an occupied theater. Your
rights end at the tip of my nose...etc..

Just as the USA has state laws and federal laws, the idea is for the
countries of Europe to have their own laws, and also for there to be laws
that we all subscribe to. And since TV and internet tends to cross
borders, it makes sense to combine together on the laws of censorship for
those media.
