What's wrong with pgp, key fingerprints and ldap://keyserver.pgp.com? 

Lack of widely-deployed clients.  And for the U.S. government to 
endorse one company's proprietary standard would be a stretch.

Remember that the issue isn't existence of a mechanism, it's usability.


And how do you encrypt paper mail ;)?
