I guess they were willing to pay TIS for fwtk, but it is close to impossible
to get resale license from TIS for now :( I've never seen anybody who
succeeded. 

Actually licensing details may vary depending on how those consultants were
contracted. If they act as "temporary employed private persons" it is
questionable if it is against the license. If they act as employees of
consulting company, it is.
