We use Asana for this. https://asana.com We've found it to be especially useful when dealing with cross-departmental/cross-functional tasks. For example, we have a task list for new student registration that has periodic/recurring reminders for both IT and the Registrar's office. It gives both areas visibility into what has been done and what still needs to be done. It's a cloud solution, so obviously not appropriate for anything sensitive.
