It's kind of generic, but it basically says that it depends on each 
individual service, and the individual requirements.

In terms of email...  We are a decentralized IT environment, but we 
offer an optional hosted email service to our departments and schools. 
Some of our departments have specific needs to run their own 
email/calendaring systems.  Lately we've seen an uptick in the number of 
smaller departments sign up for our hosted service.
