We use Putty as a client. We're also looking at FileZilla. I've been recommending a commercial product for servers. I'm reluctant to recommend cygwin because of the attack surface and need to patch software unfamiliar to Windows administrators. I'm reluctant to recommend freesshd on production platforms due to lack of source code.
