read some off the wall books like 

Kevin D Mitnick    Art of Deception & Art of Intrusion 

Both very good books, I just finished AoL Friday, and it is very
informative about the steps needed to informing/building your own
policies.  Might not be exactly within the negotiation skills, but it
would be a step to guide yourself on.
