I just found out about this too. I can understand how this would make it easier to get the certification too, but it still requires money and renewal. Not everybody would be willing to renew every two or four years unless they really wanted to put forth the effort. Hopefully we will see some changes that will keep the certs as a prestigious accomplishment.
