Sorry, brain fart, I didn't notice the ".9". If we branch from HEAD, it would definitely be an 0.9/3.9 release. Libpcap includes significant new functionality, such as support for sending packets, and there are also significant changes to tcpdump - and, yes, the radiotap support is a significant change in and of itself, so it arguably belongs in a 3.9 release rather than a 3.8.4 release. - This is the tcpdump-workers list.
