It is very reasonable to argue that people already pay for 
e-mail when they pay for Internet access. At least, that's 
the way Internet accesses have been marketed for the last 
20 years or so. 

And how does Goodmail change this? Senders bear all the cost, and it's a
premium cost for special treatment. It doesn't change the access or
treatment of anyone else's mail.

The bad thing about the Goodmail scheme, at least imho, 
is that it will be "yet another spam fighting scheme".

This is part of how you're missing the basic point: Goodmail is not a spam
fighting scheme. It's not trying to be one. What it is is a way for
pre-qualified senders to get their mail through to recipients without
impediment and with special features for presentation to the recipient and
for enforcing the rules of the system.
