What approaches are being used to protect public machines
other than not allowing privileged logins?

At Carleton College, our public labs (Windows and Mac) are set up to reboot and refresh the local hard drive every time 
someone logs out.  If the hard drive was relatively un-mucked, it takes about 90 seconds to get to a new login screen.  
If the previous user deleted a lot of required files, the process takes several minutes.
