A fast inverter IC, a few resistors, a battery and some wire.

Anything that sweeps noise across the RF band it is using degrades the
connection quality. As the signal to noise ratio approaches 1, the
throughput approaches 0.

You can shut down a hundred foot radius for $5 in parts.  Neighbors might
object.
