Yes.

We would be affected by it only if extradition laws came into effect.
Extradition implies that the alleged crime was perpetrated on American
soil or
under American jurisdiction.

Not Necessarily.

Is it envisioned that this bill would cover American nationals and acts
perpetrated on American soil only?  Are you suggesting that the whole of
the
Internet is seen as being "American" by the Bush administration?  In what
way
is jurisdiction identified or proven, under this bill?

It is misguided to assume that "all people" are subject to American laws.

Perhaps you should ask Dmitry Sklyarov about that.  True he was in the
United States when he was arrested but his so called "crime" was commited in
Russia.  And the FBI is not above bringing a forgin national here to face
trial aginst his will.  A judge dosent care how you got in front of his
bench, just that you are there.

Let us not forget that America protests the stupid and oppresive laws passed
in other countries maybe this time we need the support.
