not entirely true. one can remove the plastic housing on the fiber cable,
break a few strands at a sharp angle and use them to capture traffic. it's
extremely tricky, but if you can do it (good luck, you would have to be a
fiber optic master to do this correctly) you can do this without network
interruption.

it's truckloads easier to break into their misconfigured switching
equipment.
