Some of the tools Larry mentions below do require root access, but others do not.  IIRC, Kisbee and Pcap Capture 
require root access.

On an S4, getting root is straightforward without a lot of shenanigans, since it has an unlocked bootloader.  Rooting 
Android is not like jailbreaking iOS - you still preserve Android platform security controls when you root the device.  
I don't jailbreak my everyday iOS devices, but I am comfortable using my rooted Galaxy S3 with personal data.
