How to Proactivly protect against Phising attacks?

I agree with Tim and Robin, the biggest thing is get this information out there and I would use paper through the leadership chain. Explain that you are being targeted and maybe even ask for the emails to be forwarded so you can try to trace it out and put a stop to it. Most important is to get the information out into the public which you seem to be doing.
