Why set up a separate registry system for these addresses instead of making minor changes to the existing one to accommodate this need?This is a good point. But rather than reuse the RIRs for this, we should reuse the domain registry system for this. Domain sellers already know how to deal with millions of customers (collectively) and make a business based on very small yearly fees, they already deal with the majority of the prospective users of this address space and there is healthy competition.
This makes perfect sense. After all, RIRs are just renting domains out of in-addr.arpa. and ip6.arpa. whereas domain registrars are renting domains out of other TLDs.
Any competent accountant can turn $15/yr domain rent into an up-front purchase fee to cover registration in perpetuity.
