Wow.  They must not have any fiber near our facility.  The folks running
the digging operations are keeping Plastikote in business selling orange
paint.  There seems to be more orange than black on the blacktop -- all of
it marked pretty clearly with the carrier name.

Is this "very large telco" experiencing more than their fair share of cut
related outages as result of their competition paranoia?  More
interestingly, if they refuse to disclose the location of their fiber,
does this offer any relief from damages that may be incurred by the poor
schmoe who puts a large steal bucket right through 192 strands of
their fiber because there wasn't a nice orange line on the ground where he
shouldn't dig?
