I believe there is a big difference between proprietary formats and DRM.
In the U.S. it is not illegal to reverse engineer a proprietary format.
It is illegal to reverse engineer encryption used for DRM. (IANAL)

I'm not sure I follow this. How are Hulu or YouTube not DRMed?
There's very little practical difference between a proprietary format
and some encryption that calls itself DRM.
